Prospecting tools for recruiters: UK shortlist and criteria
Named UK options for recruiter prospecting: CV-Library, Totaljobs, Reed.co.uk, Bullhorn, Vincere, SourceWhale and Cognism, plus data rules and selection criteria.
What to take away
- Recruiters run two pipelinescandidates and the client companies that pay fees. Most tools serve only one.
- Candidate records are personal data. Agree a lawful basis, retention period and deletion process before importing a list.
- LinkedIn Recruiter is one sourcing option. UK CV databases and recruitment CRMs may cost less per seat.
Why recruitment prospecting differs from sales prospecting
A sales team chases one buying committee.
If you are working out what sits behind the search box, our guide to prospecting software data sources covers Companies House, LinkedIn and UK CV libraries.
The UK shortlist: named tools, criteria and limits
This is a working shortlist, not a ranking. Most UK agencies buy from two or three groups at once. Prices are public models or typical quote structures, not tested quotes.
Criteria:
- Data coverageUK CV index, company data, contact data.
- CRM integrationnative connectors to Bullhorn, Vincere or JobAdder.
- Retention controlscan you set a retention period and delete records?
- Total annual cost: seat fees, CV search, enrichment credits, API access.
For a recruitment CRM with sourcing add-ons, a typical budget is £40 to £150 per user per month. CV database access is quote based; the figure depends on CV search credits, job slots and contract length. Enrichment is priced by annual per-user licence plus contact credits.

Coverage and duplicates: CV-Library and Totaljobs both return UK CVs and can show duplicate records; Reed.co.uk sells CV access separately. Ask each vendor for its deduplication rule and refresh frequency.
Agency size verdict: one or two consultants should start with JobAdder or Vincere. Mid-sized agencies should pair Bullhorn with a CV database. Niche sourcing teams should weigh LinkedIn Recruiter and SourceWhale.
Candidate data, consent and UK GDPR
Candidate CVs are personal data. They can be special category data when health or ethnicity appears. The UK GDPR text sets out lawful bases and candidate rights, including access, erasure and objection.
Consent is one route, not the only one. Many agencies rely on legitimate interests for sourcing and keep a documented assessment. Whichever basis you choose, the record should state it.
Email, text and phone outreach sits under separate privacy rules for electronic communications. The ICO's direct marketing guidance explains when consent is needed and how the soft opt-in applies.
Retention and deletion checklist: set a retention period for inactive candidates (for example 12 months), and document who deletes records, when, and how deletion is logged.
Client-side prospecting with public company data
Most UK recruitment business development starts with a company, not a person. Companies House publishes filings on incorporations, accounts and director changes. The register is free to search.
Filing dates give a timing signal. Watch for a change of accounting reference date or a new director appointment, then make contact with a reason.
CRM and sourcing tools: what has to join up
A recruitment CRM holds candidate and client records in one place. Sourcing tools need to write back cleanly. If they do not share fields, consultants re-key data and the audit trail breaks. The categories are compared in lead generation versus prospecting software.
Ask vendors for their integration list before the demo. A tool with no native CRM connector needs paid middleware. That changes the total cost.
A five-step shortlist process
Five-step shortlist process
- Write down the two pipelines and monthly volume.
- Test Boolean search and saved pools on the vendor's data.
- Ask for retention settings and consent audit trail in writing.
- Price add-onsCV search, enrichment credits, seats, API.
- Run a 30-day pilot with one consultant and one vacancy.
Common questions
Do I need a CV database if I already use LinkedIn Recruiter?
Only if volume hiring is part of the work. Niche passive sourcing agencies often run on one platform.
Which UK CV database should a small agency try first?
Compare CV-Library, Totaljobs and Reed.co.uk. Each sells CV search on a subscription or quote basis.
What should a small agency budget for prospecting tools?
The shortlist section above sets out the typical model. CV database access and enrichment credits are extra.
Do I need consent before emailing a candidate about a role?
Not always. A lawful basis under the UK GDPR is still required.
